Berney Arms Windmill: Norfolk's Tallest Drainage Mill at the End of the Line
Out on the Halvergate Marshes in eastern Norfolk, where the River Yare widens towards Breydon Water and the horizon is broken only by grazing cattle and reed beds, a black tower mill rises abruptly from the flat land. This is Berney Arms Windmill, often called Berney Arms High Mill, and the name is earned: it is generally regarded as the tallest drainage windmill in Norfolk, standing roughly seven storeys high. No road reaches it. Visitors arrive by boat, on foot along the riverside path, or at one of the loneliest railway request stops in Britain. Few windmills anywhere combine engineering stature and sheer isolation quite like this one.
A mill you cannot drive to
The remoteness of Berney Arms is not a romantic exaggeration; it is a plain fact of geography. The mill stands in the parish of Reedham on the northern bank of the River Yare, surrounded by grazing marsh in every direction, and the nearest public road ends miles away. The classic approaches are three. You can walk the Wherryman's Way, the long-distance path that follows the Yare between Norwich and Great Yarmouth. You can moor a boat on the river, as generations of wherry skippers and holiday sailors have done. Or you can take the train and ask the guard to stop at Berney Arms station, a bare platform on the line between Norwich and Great Yarmouth that serves no village at all. The station exists chiefly because a nineteenth-century landowner made its provision a condition when the railway crossed his land, and it has remained one of the least-used stations in the country ever since. Stepping off the train onto that empty platform, with the mill visible across open marsh, is one of the strangest arrivals in English sightseeing.
Born for cement, not for water
The most surprising thing about Norfolk's greatest drainage mill is that it was not built to drain anything. Berney Arms Mill was constructed around 1865 by the millwrighting firm of Stolworthy of Great Yarmouth, and its first job was industrial: grinding clinker for a cement works that operated beside the river. The trade made local sense. Mud dredged from the Yare and Breydon Water was rich in the raw material cement makers needed, and it was burnt with chalk in kilns nearby; the mill's stones then crushed the resulting clinker into powder that could be shipped out by water. The land here had long belonged to the Berney family, who gave the spot its name, and the cluster of works, mill, station and public house that grew up on their marshes became the tiny, scattered settlement of Berney Arms. Only after the cement trade declined, in the later nineteenth century, was the great tower turned over to the job that defined the rest of its working life: lifting water off the marshes.
Seven storeys over a flat world
Most of the drainage mills that dot the Halvergate Marshes are modest towers of three or four floors, built just tall enough to catch a clean wind over the reeds. Berney Arms is in a different class. Its tarred brick tower rises through about seven floors to a graceful boat-shaped cap, the distinctive Norfolk profile that sheds rain like an upturned hull. On the cap sits a fantail, the small secondary wind wheel that automatically turns the cap so the sails always face the wind, and the mill carries four patent sails, whose shutters could be adjusted from inside rather than forcing the miller to stop and rig canvas by hand. That height was inherited from its industrial origins, since a cement-grinding mill needed room for stones and machinery, but it proved an advantage on the marsh too. The extra elevation put the sails into stronger, steadier airflow, and gave the mill the power to drive a large scoop wheel through long working days.
How the scoop wheel drained the marsh
A drainage mill is a pump dressed as a windmill, and Berney Arms shows the classic Norfolk arrangement clearly. Rainwater draining off the low marshes gathers in a network of dykes that sit below the level of the embanked river, so it cannot flow away by gravity. The windmill's job was to lift it that last stretch. Wind turning the sails drove a shaft down through the tower to gearing at the base, which turned a scoop wheel mounted outside the mill: a great vertical wheel fitted with angled paddles, running in a close-fitting brick trough. As it revolved, each paddle scooped water from the low dyke and carried it up and over into a channel leading to the river. It is a simple, robust mechanism, and at Berney Arms the scoop wheel is notably large, in keeping with the scale of the tower that powers it. Standing beside it, you understand the whole logic of the Broads landscape in a single machine: the marsh is dry because, for generations, wind lifted water uphill.
The people of a scattered place
Berney Arms was never a village in any normal sense, but it was inhabited. Marshmen lived out here year-round, tending cattle on the grazing levels, maintaining dykes and gates, and keeping the mill turning whenever the water demanded it. The riverside public house that shared the Berney family name served wherry crews carrying cargo between Norwich and Yarmouth, and later the holiday boaters who replaced them. The tiny railway halt brought supplies and occasional visitors. Life here was governed by wind, tide and season rather than by any town clock, and the people who kept the mill working belonged to a distinct marshland culture that has now almost entirely vanished. The mill is the most solid surviving witness to that way of life.
Working until 1948, protected ever since
Berney Arms Mill kept lifting water by wind power until 1948, remarkably late for wind drainage in Britain, by which time electric and diesel pumps had taken over almost everywhere on the Broads. Rather than being left to collapse, as dozens of its smaller neighbours were, the mill passed into state guardianship and is today in the care of English Heritage. That care has preserved not just the tower but the full working character of the machine: cap, fantail, sails, internal gearing and the external scoop wheel. Access arrangements have varied over the years, and the mill has spent periods closed for conservation work, so anyone planning a visit inside should check current opening details in advance. But the exterior alone rewards the journey, and the surrounding marshes, now part of the Broads and internationally important for wintering wildfowl, are reason enough to come.
Seeing it for yourself
The best visits to Berney Arms make the isolation part of the experience. Walkers can follow the Wherryman's Way along the Yare and watch the tower grow slowly from a speck on the horizon, a reminder of how these mills once served as landmarks for river traffic. Boaters can moor close by and see the mill as the wherrymen did, from the water it was built to command. Rail travellers get the purest version: a request stop, an empty platform, and a walk across open grazing marsh with skylarks overhead. Combine the mill with the wide views over Breydon Water, where the Yare and Waveney meet, and you have one of the finest half-day landscape walks in eastern England.
