A Windmill Tour of Provence

Provence is not the first region that comes to mind when people think of windmills, yet the limestone hills of the Alpilles and the plains around the Rhône once supported dozens of stone tower mills, built to catch the region's fierce and famous wind, the mistral. Unlike the brick smock mills of the Netherlands or the wooden post mills of northern France, Provençal mills are squat, round, whitewashed or bare-stone towers, built low and solid against a wind that can blow for days without pause. A handful survive today, restored or half-ruined, on hilltops from Fontvieille to the Luberon, and they remain one of the most distinctive and least-visited windmill landscapes in Europe.

The Mistral and Why Provence Needed Stone

The mistral is a strong, dry, cold wind that funnels down the Rhône valley from the north and northwest before spreading out across Provence and into the Mediterranean. It is at its strongest in winter and spring, but can occur at any time of year, and Provençal folklore holds that it blows in multiples of three days. For millers this was both a blessing and a hazard: reliable, powerful wind meant grain could be ground efficiently for much of the year, but sustained gale-force gusts also placed enormous stress on sails, caps, and towers. This is the reason Provençal mills were built as squat masonry towers rather than tall timber-framed structures: a low, heavy stone drum could absorb the mistral's force in a way that a tall wooden mill could not. Millers also positioned their mills carefully on exposed ridgelines and hilltops, oriented so that the rotating cap could always be turned into the wind regardless of its direction, since the mistral itself is fairly consistent but local gusts and other seasonal winds could vary.

The Moulin de Daudet at Fontvieille

The single most famous windmill in Provence stands on a low hill above the village of Fontvieille, near Arles, and owes its fame to the writer Alphonse Daudet. Daudet's collection of short stories, Lettres de mon moulin (Letters from My Windmill), published in the nineteenth century, presents itself as a series of dispatches written from a windmill in this landscape, full of Provençal characters, folklore, and light. Daudet did not actually live in the mill himself, but he knew the area and the mills of Fontvieille intimately, and one of the surviving stone towers on the ridge has long been associated with his book and now operates as a small museum dedicated to his life and work. The mill retains its conical stone body, its wooden cap, and its sails, and from the hilltop the view stretches across the plain toward the Alpilles and, on clear days, to the ruins of the ancient town of Montmajour and the towers of Arles itself. Fontvieille once had several working mills on this same ridge, ground down over generations by wind, weather, and the declining economics of wind-powered milling, and the surviving tower is a rare, tangible link to that vanished cluster.

Stone Construction and the Rotating Cap

Provençal tower mills share a basic design language with tower mills across the Mediterranean and beyond: a fixed cylindrical or slightly tapering stone body, built from local limestone, topped by a wooden or, in later examples, metal cap that could rotate independently of the tower. The sails and windshaft were mounted on this cap, and turning it into the wind was traditionally done by hand, using a long tail-pole or a chain-and-winch mechanism that the miller operated from the ground or from a gallery around the tower. Inside, the mill mechanism transferred the rotation of the sails, via a system of wooden gears and a vertical shaft, down to the millstones on the lower floors, where grain was fed in and flour collected. Because Provençal mills tend to be shorter and stockier than their northern European counterparts, the internal working space was often more cramped, and many mills relied on just one or two pairs of millstones rather than the multiple sets found in larger commercial mills further north. The masonry itself, often a warm, pale local limestone quarried nearby, has proven remarkably durable, which is why so many stripped-down mill towers, missing their caps and sails entirely, still stand as bare stone stumps on hillsides across the region even where the milling machinery has long since vanished.

Beyond Fontvieille: Mills of the Alpilles and the Luberon

Fontvieille's mill is the best known, but it was never unique. Villages across the Alpilles range and the neighboring Luberon plateau, both limestone uplands exposed to the mistral, built and operated their own windmills over the centuries, and their remains dot the landscape today in varying states of preservation. Some, like the mill towers found near villages such as Aureille and Eygalières on the eastern flank of the Alpilles, survive as roofless stone shells, their caps and sails long gone, serving now mainly as landmarks on walking trails or as picturesque ruins overlooking olive groves and vineyards. Others have been more carefully restored by local municipalities or heritage associations, regaining at least a partial cap and sails even if they no longer grind grain commercially. The Parc naturel régional des Alpilles, which covers much of this limestone range, documents and helps protect these surviving structures alongside the region's other built and natural heritage, from Roman quarries to olive terraces. Because the Alpilles and Luberon were historically wheat-growing country in a way that much of rocky, forested Provence was not, windmills clustered specifically on the exposed plateaux and hill shoulders close to the arable plains below, rather than scattered evenly across the wider region.

Wheat, Flour, and the Provençal Rural Economy

Windmills in Provence, as elsewhere, existed to serve a practical need: turning locally grown wheat into flour for bread, the staple of the rural diet. The flatter plains around the Alpilles and along stretches of the Rhône valley produced grain, and mills were sited at the boundary between this arable land and the higher, windier ground where they could actually catch the mistral. This is a slightly different logic from windmills built on flat, open plains elsewhere in Europe: in Provence the terrain itself is uneven, and millers had to seek out specific hills and ridgelines that combined exposure to wind with reasonable proximity to grain-producing villages. The arrival of steam power and later mechanized roller mills in the nineteenth century undercut the economics of small-scale wind milling everywhere in France, and Provence was no exception; one by one, the mills stopped turning, their sails were removed or left to rot, and many towers were repurposed as storage buildings, dwellings, or simply abandoned to the elements.

Preservation and the Meaning of a Ruin

What makes the Provençal mill landscape distinctive today is precisely this mixture of restoration and ruin. A visitor moving through the Alpilles will encounter fully rebuilt mills with turning sails, like the Fontvieille example, standing within a few kilometers of stone stumps that have not held a cap in a century or more. Local municipalities and heritage groups have taken different approaches: some towers have been fully restored as working museums, others stabilized structurally but left without sails as static monuments, and still others left entirely alone, slowly weathering on private land or public scrubland. This patchwork is itself informative, showing how selective the process of heritage preservation tends to be, favoring sites with literary or touristic appeal, like the Daudet mill, over anonymous towers with no famous association. For anyone interested in the material history of milling rather than just its most photogenic examples, the plainer ruins scattered through the Alpilles and Luberon countryside are just as revealing as the restored showpieces.
