Drive east from Bury St Edmunds into the gentle grain country of Suffolk and you will come to Pakenham, a village with a claim that few places in England can match: it has kept both a working windmill and a working watermill. Pakenham is often described as the only village in England that can still show visitors both kinds of mill in working condition. The watermill sits low in the valley on the stream that threads through the parish, a site with a milling history reaching back many centuries, while the windmill commands the higher ground where the breeze runs clean over the fields. Together they tell the whole story of pre-industrial power in one small parish: water for steady, reliable work in the valley, wind for the exposed uplands where no stream could be harnessed. The tower mill, perfected
Pakenham Windmill belongs to the last and most capable generation of English windmills. It is a tower mill: a permanent, tapering cylinder of brick in which only the cap at the very top rotates to face the wind. This was the decisive advance over the older post mill, whose entire wooden body had to be heaved around on a central post. With a tower mill, the miller gained a fireproof, weatherproof building of several floors, room for more pairs of millstones, and the stability to carry larger, more powerful sails. The tower at Pakenham is dressed in black tar, a thoroughly practical East Anglian habit: tar sealed the brickwork against driving rain and gave these mills their distinctive dark silhouette against the wide Suffolk sky. Built in the nineteenth century, when millwrighting in East Anglia was at its technical peak, the mill incorporates the refinements that made the final generation of windmills nearly self-managing.
Sails, fantail and the self-tending mill
Two inventions define a late tower mill like Pakenham, and both are on display here. The first is the patent sail, which replaced the old canvas-covered frames that a miller had to climb up and rig by hand. Patent sails carry hinged shutters, linked so that they can be opened and closed together from inside or at the base of the mill; in a gust the shutters can spill wind automatically, protecting the machinery from overspeed. The second is the fantail, the small wind wheel mounted at the rear of the cap. Whenever the wind shifts, it strikes the fantail at an angle, the fantail spins, and through gearing it slowly winds the whole cap around until the main sails face squarely into the wind again. Between them, these devices turned the windmill from a machine demanding constant vigilance into one that could largely look after itself, freeing the miller to concentrate on the grain and the stones.
From sail to stone: how the mill grinds
Inside the tower, the power of the wind descends through a chain of wooden and iron gearing that has changed little in principle since the Middle Ages. The rotating sails turn the windshaft in the cap, and on that shaft sits the brake wheel, a great gear named for the wooden brake that grips its rim to stop the mill. The brake wheel drives the wallower at the top of the upright shaft, which carries the drive down through the tower to the great spur wheel. From the spur wheel, smaller gears called stone nuts spin the millstones. Grain is hoisted to the upper floors by a sack hoist driven off the mill's own power, then fed down through hoppers into the eye of the runner stone. The miller's craft lies in the details: setting the gap between the stones, judging the feed, listening to the tone of the machinery. A well-run mill hums; a starved or overloaded one grumbles, and an experienced miller can hear trouble before seeing it.
The trade that built the tower
Windmills like Pakenham's were commercial ventures, not follies. Suffolk in the nineteenth century was one of England's great arable counties, and every parish needed its corn ground into flour for bread and meal for livestock. A miller was a central figure in village life, part tradesman and part engineer, maintaining sails, dressing millstones, and dealing with farmers on market days. But the same century that perfected the windmill also doomed it. Steam power, and later the giant roller mills built at the ports to process imported grain, undercut wind milling relentlessly. One by one the sails of Suffolk stopped. Many mills clung on into the twentieth century by grinding animal feed rather than bread flour, or by installing engines to work alongside the wind. Pakenham's mill was among the tough survivors, continuing to serve local agriculture long after most of its contemporaries had lost their sails, which is a large part of why so much of its machinery remained intact and capable of restoration.
Kept alive: preservation and the working present
What saves a windmill is rarely luck alone; it is people. When commercial milling by wind finally ceased, Pakenham's tower could easily have followed the usual path of decay: rot in the cap, a lost sail after a gale, then the slow collapse of the machinery. Instead, the mill was protected as a listed building and became the focus of sustained preservation work, of the kind that Suffolk's active mill enthusiasts and heritage bodies have organised across the county. Restoration of a working mill is unglamorous, endless labour. Sails and stocks are massive timber structures with a limited life in the open weather and must be renewed periodically. Caps must stay watertight, fantails balanced, brakes sound. The reward is that Pakenham remains a genuine working windmill: on open days visitors can see sails turning and understand, in a way no static exhibit can convey, that this is a machine, engineered to convert moving air into ground grain.
Suffolk, England's mill country
Pakenham is best understood as the finest kind of survivor from a much larger population. East Anglia — Suffolk, Norfolk and the fen country — was England's densest windmill landscape, thanks to its grain harvests, its wide skies and its shortage of fast-flowing streams in many districts.
