Horsey Windpump: The Drainage Mill That Keeps the Norfolk Broads Dry
Stand on the staithe at Horsey on a clear day and the first thing you see is a tall red-brick tower rising out of an almost perfectly flat landscape of reed beds, grazing marsh and open water. This is Horsey Windpump, one of the best known drainage mills in the Norfolk Broads and one of the most photographed windmills in England. Unlike the corn mills that dominate most windmill stories, this tower never ground a single sack of flour. Its job was water: lifting it out of the surrounding marshes, day after day, so that people and livestock could live on land that would otherwise revert to swamp.
A pump, not a corn mill
The distinction matters, because it shapes everything about the building. A corn mill needs storage floors for grain, hoists for sacks and millstones at its heart. A drainage mill like Horsey needs none of that. Its machinery exists for one purpose only: to transfer the power of the wind, caught by the sails at the top of the tower, down a vertical shaft to pumping gear at the base, which lifts water from the low dykes of the marsh into a higher-level channel that carries it away towards the sea. The Broads are full of such structures. Dozens of drainage mills, in various states of repair, still punctuate the skyline along the rivers Bure, Yare, Waveney, Ant and Thurne. Horsey stands out among them because it is complete, accessible and beautifully restored, with its boat-shaped white cap, four patent sails and fantail all in place. Visitors who climb the internal ladders can trace the whole logic of the machine from cap to pump, and then step out onto the landscape it was built to defend.
Dan England and the 1912 rebuild
The tower you see today is, by windmill standards, young. It was built in 1912 by Dan England, a celebrated millwright from the nearby village of Ludham, whose firm was responsible for building and maintaining many of the mills of the eastern Broads. England raised the new brick tower on the site of an older mill that had served the same marshes for generations, reusing the location because it made hydraulic sense: the spot sits where the drainage dykes of the Horsey level converge, close to Horsey Mere and the channels that lead onward to the River Thurne. The 1912 structure was in many ways a state-of-the-art machine. It carried patent sails, whose shutters could be adjusted like venetian blinds to suit the strength of the wind, and a fantail that turned the cap automatically so the sails always faced into the weather. A marshman no longer had to wrestle the whole cap around by hand each time the wind shifted. It is worth pausing on that: in 1912, while cities were electrifying, this corner of Norfolk was still investing serious money in wind power, because for remote marshland it remained the most practical energy source available.
How the windpump kept the marshes dry
The landscape around Horsey is a made landscape. The Broads themselves are flooded medieval peat diggings, and the grazing marshes between them were won from wet fen by centuries of embanking and drainage. Much of this land lies barely above sea level, and some of it below the level of high tides. Water constantly seeps and drains into the marsh dykes, and if nothing lifted it out, the fields would drown. That lifting was the windpump's work. Wind turned the sails, the sails turned shafts and gearing inside the tower, and at the bottom the machinery drove the pump that raised water from the low-level dykes into the higher watercourse. From there it flowed by gravity towards the mere and the river system, and eventually out to sea. The marshman who tended the mill lived a life governed by weather: too little wind and the water rose; too much and the sails had to be reefed or stopped before the machinery ran away. It was a working relationship between people, wind and water that lasted at Horsey until the middle of the twentieth century.
Salt water and lightning: the crises of 1938 and 1943
Two dramatic events bracket the end of Horsey Windpump's working life. In February 1938 the sea broke through the dunes at Horsey Gap during a winter storm. Salt water poured across the marshes, flooding the land around the mill and the mere and forcing families from their homes. The flood demonstrated brutally how fragile this low coast is: only a narrow ridge of dunes separates the freshwater Broads from the North Sea. It took a long time for the land to recover, since salt poisons freshwater plants and soils, but the marshes were eventually flushed clean and reclaimed for grazing. Then, in 1943, lightning struck the windpump. The strike damaged the mill and ended its career as a wind-driven pump; from that point on, mechanical pumps, first driven by engines and later by electricity, took over the endless task of keeping the Horsey level dry. The tower survived, but as a monument rather than a machine. In that respect its story mirrors the wider Broads, where wind drainage everywhere gave way to diesel and electric pumping stations around the middle of the twentieth century.
The National Trust and the long work of restoration
In 1948 Horsey Windpump passed to the National Trust, together with the surrounding Horsey Estate, and it has been cared for as a heritage landmark ever since. Keeping a brick tower mill alive on an exposed coastal marsh is not a one-off job but a permanent commitment. Wind, rain and salt-laden air attack timber, canvas and ironwork relentlessly, and the mill has needed repeated campaigns of repair over the decades. The most recent major restoration was completed in 2019, when the mill received a rebuilt cap and a new set of sails, returning its classic silhouette to the skyline after a period when it stood capless under scaffolding. The building is listed as a structure of special architectural and historic interest, a formal recognition of what Broads people have always known: these mills are the region's cathedrals. Today visitors can climb through the floors, see the machinery, and step out at gallery level for a view that explains the whole enterprise at a glance, with dykes, marsh, mere and dunes laid out like a working diagram.
Horsey Mere, seals and wild skies
Part of what makes Horsey Windpump so rewarding to visit is its setting. The mill stands at the head of Horsey Staithe, a small cut where boats moor after crossing Horsey Mere, a broad fringed with reed that forms part of a protected nature reserve. In winter the mere gathers large flocks of wildfowl, and marsh harriers hunt over the reed beds in every season. A short walk away, the beach at Horsey Gap hosts one of England's best known grey seal colonies, and in the colder months the dunes are dotted with seal pups. Few places let you combine industrial heritage, big-sky landscape and wildlife spectacle so easily. The circular walk from the windpump to the dunes and back along the marsh dykes is a classic Broads experience, and it makes the mill's purpose tangible: everything green underfoot is land that pumps, once powered by wind, still keep dry.
